Pamela J. Miller, JD, MSW, LISW-S is a Licensed Independent Social Worker-Supervisor and attorney in Cincinnati, Ohio.  She is the founder and Executive Director of the Children’s Justice Project which provides targeted assistance to children in poverty. She is also a psychotherapist at Lighthouse Youth & Family Services, where she specializes in treating sexual abuse and severe trauma for young children in the foster care system.  She consults on complex cases and trains therapists and social workers in evidence-based methods.


Ms. Miller is committed to ending the oppression of maltreated children.  She is a survivor of child torture and was in foster care as a teenager.


Ms. Miller serves on boards and committees at the local, state, and national level.  She is a board member of the National Association of Social Workers Ohio and received the President’s Award for Regional Director of the Year in 2017. She serves on the Amicus & Public Policy Committee of the American Professional Society on the Abuse of Children and was appointed to the Children and Families Council for the city of Cincinnati.  She has published on “Agency in Vulnerable Families” in the journal Social Work and has a forthcoming article on schools’ use of exclusionary discipline with emotionally disturbed children.  She is the author of numerous white papers on issues in child maltreatment.


Ms. Miller studied at the Ohio State Moritz College of Law where she was a Moritz Merit Scholar, and completed her joint JD/MSW degrees at the University of Cincinnati. She focused her studies on child welfare administration and policy, and was awarded the Bergstrom Fellowship by the University of Michigan College of Law. She began her career as a social work administrator and children’s attorney in Washington, D.C., practiced family violence law in the San Francisco Bay Area, and currently resides in her hometown of Cincinnati.
